Ten authors aided the treatment's development. It took a year to write the script.

Monarch locates the two, as Mothra is speaking with Godzilla. The crew finds that Mothra is basically the queen of the monsters, thus she and Godzilla “have a thing”, as Barnes explains. Ilene also reminds us via ancient writings that Ghidorah was among the most feared of the Titans, and he would fight Godzilla for dominance.

At this point, Emma has figured out that her original plan has gone awry. She also found out that Ghidorah is leading the Titans to do even more damage. It's not just Madison who doesn't like her mom for it. She calls her a monster. Since Fenway Park and most of Boston have been evacuated, they can use the Orca to broadcast a frequency through there. Emma tells Jonah this, but Jonah turns his back on her. Madison steals the Orca and goes to Fenway Park on her own. She sends out the frequency that is strong enough to draw the Titans to that place. Ghidorah and Godzilla show up, and they keep going on the rampage across the city while Madison runs for cover.

Mark informs the Monarch team that Emma created the Orca using Godzilla and human frequencies, so humanity is fighting alongside the Titans. They also see Godzilla emitting a huge nuclear pulse and about to explode. Mark travels into the city to rescue Madison, and they ultimately come upon Emma, who has escaped from Jonah to save her daughter. Madison has gone to their old house, and they find her unconscious but alive, under the rubble.

Another Titan is on its way to whatever remains of Boston. Even Rodan is subservient to Godzilla. Mark, Madison, and the rest of Monarch are awestruck by what they see in the sky. Afterwards, Godzilla unleashes an ecstatic roar.

During the credits, we see media headlines making notes that a Mothra egg has been found (indicating she can come back), while continuing to detail current activities in Skull Island. We see other cave paintings, including one in which Godzilla confronts the world’s second most well-known Titan…KONG.

Eco-terrorist Alan Jonah and his squad abduct Dr. Emma Russell and her daughter Madison to awaken King Ghidorah using a gadget Emma built called The Orca that transmits frequencies used to communicate with Titans, some years after Godzilla's appearance in San Francisco. Emma uses the Orca to tame a newly-hatched Mothra, and Jonah sees its capabilities.

A team of Monarch scientists and troops led by Emma's estranged husband Mark has formed to stop Jonah from achieving what he wants; however, the squad arrives too late to stop Emma from freeing Ghidorah. In their first encounter, the monster goes on the attack and defeats Godzilla. Mark learns from Emma that she has been working with Jonah to unleash the Titans on the Earth in order to restore balance to the planet.. Before battling and ultimately succumbing to Ghidorah, he murders a whole squadron of troops after rescuing Rodan from his volcano. Afterwards, the three-headed dragon asserts his authority, inspiring the other Titans to rise and wreak devastation.

Mothra's egg has been discovered, as Godzilla and Kong are preparing for their showdown. One of Ghidorah's heads is handed to Jonah as an experiment.
